A review of dispatch cards, lift closure notes and arrival slips finds a gap between the total in the public summary and the conditions recorded at the stair and lift network near Night Gate. The difference does not prove that anyone misstated the file. It shows what the public count leaves out: the nearest lift changes its maintenance hour during the fog season.

The dispatch cards, lift closure notes and arrival slips lists 84 arrivals with a route confirmed open at the dispatch time; the previous window lists 89. Adrian Veil checked both against dated handoffs followed from dispatch to the last public stop. The source was checked against a second copy held by Dema Orin. No dated correction to either copy was present when the comparison closed.

The lift office posts planned maintenance. The clinic says it needs confirmation that the change was carried out. The office has not supplied a separate measure that would settle the disagreement, so the two explanations remain competing accounts.

This report supports a narrower finding: the count is repeatable, but it is not enough to decide how a dispatcher chooses a route when the nearest lift may close before arrival.

The board publishes options with the people and dates affected stated clearly. The Year first, fog season window 1 file remains open for its scheduled decision. Dispatchers will record both the planned and completed closure time.
